CARES Act: Emergency Aid to Students Reporting
The U.S. Department of Education requires the following information be posted on our university website. It will be updated quarterly.
Both the university and our students have experienced added expenses and revenue losses due to the impacts of COVID-19. Some financial support to offset these impacts has been granted by both the federal and state governments to address the needs of students and the university. The campus has received grant awards from several sources totaling approximately $77.3 million (to-date) to aid in addressing the unexpected costs of COVID-direct impacts (such as emergency response and COVID testing), to support students and the university in providing remote instruction, and to address student and university resource loss.
There are five main sources of funds active to date, including FEMA, CARES, GEER, CRRSAA and ARPA. In the below table, you will find details of each of these sources and how the university is employing them. Total Aid Awarded: $77,298,556.
Note that HEERF below stands for Higher Education Emergency Relief Fund.
Funding Sources
Federal Emergency Management Agency (FEMA)
Source of Aid: Federal Emergency Management Agency (FEMA)
Type of Aid: Eligible Cost Reimbursement
Short Definition of Funding: Emergency Response (food, shelter, campus safety) and administrative costs up to a maximum % of total submission
Award Amount: 75% of eligible costs submitted and approved. 100% of administrative costs.
Current Status (7/10/22): Campus has submitted $142K of expenses for reimbursement; $128K in expenses have been approved.
Governor’s Education Emergency Relief fund (GEER)
Source of Aid: Governor’s Education Emergency Relief fund (GEER)
Type of Aid: Reimbursable Grant
Short Definition of Funding: COVID-19 Response (Staffing, student services, building/temp sites, molecular testing)
Award Amount: $889,695
Current Status (7/10/2022): Campus has submitted expenses for reimbursement.
Coronavirus Aid, Relief, and Economic Security Act (CARES) aka “HEERF I”
Type of Aid: Reimbursable Grant
Short Definition of Funding: Direct grants to students (>50%), support for student/institution for remote instruction, MSI aid included
Award Amount: $12,233,838
Current Status (7/10/22): Fully Expanded
Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) aka “HEERF II”
Type of Aid: Reimbursable Grant
Short Definition of Funding: Direct grants to students (match CARES $), offset to student COA, support for remote instruction, replacement of lost/foregone revenue and MSI aid. Institutional aid must be recognized in the % as Student Grants are distributed.
Award Amount: $21,458,800
Current Status (7/10/2022): Fully expended
American Rescue Plan (ARP) aka “HEERF III”
Type of Aid: Reimbursable Grant
Short Definition of Funding: Direct grants to students (>=50%) based on “prioritized” need, use for all CRRSAA & CARES uses above plus some additional and more MSI aid.
Award Amount: $37,024,223
Current Status (7/10/2022): Fully expended but for $1.4M
American Rescue Plan (ARP) from state of Massachusetts
Type of Aid: State Appropriation
Short Definition of Funding: Any COVID-related expenses or losses incurred, or general budgetary support needed during the COVID era. (Can be used for payroll/fringe expenses.)
Award Amount: $5,692,000
Current Status (7/10/2022): Planned for FY23
